Mental retardation/developmental disabilities annual reports, 1976-1983 [state publication].

Governor Wallace established the Alabama Planning and Advisory Council for Developmental Disabilities by Executive Order in 1971 in response to the Developmental Disabilities and Facilities Construction Act of 1970. It was succeeded by the Alabama Developmental Disabilities Planning Council in 1975. Originally administered by the Department and the Department of Public Health, the Department is the administering agency at this time. Originally, the Council planned and established policy for the formula grant services and construction program. In 1983 its principal duties were to act as advocate for developmentally disabled persons; to develop the State Plan jointly with the Department; to monitor and evaluate the Plan's implementation; to review other state plans; to report on Council activities; and to establish a categorical budget for the Plan. The annual reports of the Council describe its administrative history, the state context, the duties of the administering agency, and plan year objectives and funding, in which a brief discussion of the program designed to meet each objective is included with quantitative measures of achievement and funds expended. The Appendix details persons served and services provided by facility and by age, race, and sex; contracts; and the annual budget; and lists members of the Council and key personnel in the administering agency.
